In Book III, the story revolves around Chancellor Nishiko Kitamori, who must discover a way to make the world ready to understand the visitors from outer space are not hostile. However, her task is greatly complicated by her political enemies. The problem of leadership is the focus of the story, which includes the issues with time travel, a "predestination paradox", along with more developments regarding Milona Devon and Olen Nadimov, among many other characters. The story continues the view of a distant future in an epic conclusion to the trilogy.

Underneath, duty is rooted in an ethical dilemma, whereby one must weigh the sacrifice of one for the many.
